Pope Francis and Transparency

For years, Pope Francis has been calling for transparency in dealing with the child abuse scandal. For decades, the Church has pressured victims of child abuse to sign non-disclosure agreements in order to receive a settlement. All settlements have such strings attached, and thus cover-up Church misconduct. Why doesn’t Pope Francis waive such non-disclosure clauses in the interest of transparency? Why doesn’t anyone suggest such a waiver?
